They had hidden the barrels of liquor in a nearby pond and when visited by the excise men they began raking the surface of the pond to hide the barrels. They said they were trying to rake in some cheese but all that was visible to the tax collector was a reflection of the moon on the surface of the pond. Thinking they were mad, he left them to their strange activity of raking the moon, hence the name moonrackers.
